Being a big Spear fan, it's easy to say you should have them all. They are from different stages of his career though and if you tend to prefer his earlier work more than his recent output, all three may not quite meet expectations. I'd say the one to get from the three would be Resistance. It's somewhat comparable to Far Over and Fittest of the Fittest from that same era. Rasta Business would rank second - for the most part it was a nice return to more serious themes, and while People of the World has at least three great tracks, some of the material is a bit uneven.

I have all of these and agree with Yellowdog's ranking of merit.
I would add this - make it a priority to obtain all of his earlier album releases before picking any of these ones up. The last Burning Spear album that I would consider absolutely essential is Hail H.I.M. from 1980.
